After surviving the Hunger Games, you might think Katniss Everdeen (Jennifer Lawrence) and Peeta Mellark (Josh Hutcherson) would have earned a little rest and relaxation. Instead, they end up booked on a Victors' Tour, where they must pretend -- for publicity purposes -- to be irresistibly attracted to each other.
In reality, Katniss is struggling with unresolved feelings about her neighbor Gale Hawthorne (Liam Hemsworth), a longtime friend and fellow hunter. Romantic trials and tribulations are about to take a back seat, however, to a new crisis.
All the glitz and glamour of the tour can't disguise the fact that Panem is falling into pandemonium. Revolts in several Districts spark violence and a crackdown on dissent by the sinister President Snow (Donald Sutherland) and his associates.
But the worst is yet to come: Katniss and Peeta are summoned to the Capitol to compete in the brutal Quarter Quell, which pits them against other former Hunger Games champions in a battle involving a perilous jungle, toxic mists, mutant animals and maddening "jabberjays" that inflict psychological torture on all who hear them. At the controls are the bloodthirsty Gamemakers, who have a personal interest in making sure that Katniss does not score a repeat victory.
